STL frameworks

Three tools run through every edition: one lens for reading transformation, and two formats for applying it.

The Readiness Lens

Every STL edition asks one question: can the system carry what it is building? Capacity is what gets built: budgets, buildings, platforms and programs. Capability is whether an institution can put that capacity to work and sustain it. The Readiness Lens tests capability through five questions, each asked in the Kingdom's own context: whether a model has been adapted to Saudi institutions and culture, or copied from elsewhere.

Direction.
Is the purpose clear enough to hold when the plan changes?
Governance.
Are the rules, decision rights and oversight in place to carry the change?
Design.
Is the way work is done being redesigned, or are new tools being added to old routines?
People.
Are the people who will carry the change being developed now?
Proof.
Is value shown in outcomes rather than in activity?

Each edition is tagged with the dimensions it examines most closely.

The Boardroom Test

Articles close with the Boardroom Test: a short set of questions a board can put to its own organization. They are written to be asked in the room, and to be uncomfortable wherever the honest answer is not yet clear.

The Playbook

Conversations close with the Playbook: the principles a guest's experience offers to leaders facing the same question, stated so they can be acted on. The Playbook is the editor's distillation; the guest's own words appear in the conversation itself.

These frameworks are STL's own and develop with each edition. Together they form the editorial core of the STL Thought Leadership System. Readers are welcome to use them with attribution.
